On April 11th, 2018, the Central Committee of the Communist Party of China and the State Council issued the Guiding Opinions on Supporting Hainan’s Comprehensive Deepening of Reform and Opening-up. Subsequently, the Ministry of Transport set up a working group to promote the comprehensive deepening reform and opening up of Hainan’s transportation, and planned ahead and took the initiative to dock with unconventional ideas and support. On July 25 of the same year, the Ministry of Transport issued an implementation plan for implementing the Guiding Opinions, which took the lead in sounding the horn of the central state organs to support Hainan’s comprehensive and deepening reform.
Over the past year, a series of reforms, initiatives and explorations in the field of transportation have added infinite vitality to Hainan. Today, 26 specific policies and measures and 76 key tasks proposed in the implementation plan are taking root in Hainan, and 12 tasks have achieved initial results.
Haiwen bridge
As the largest special economic zone in China and a relatively independent geographical unit, Hainan’s economic aggregate and population size are relatively small, and policy risks are easy to control, which has the unique advantage of becoming an experimental field. Qiongle Expressway

To this end, the Ministry of Transport has promoted Hainan to take the lead in fully opening up the field of international shipping, allowing foreign businessmen to set up wholly-owned enterprises or joint ventures with unlimited share ratio in Hainan to operate various international shipping and auxiliary businesses such as international shipping and international ship management. Most of the world’s free trade zones and free trade ports are built on the basis of Hong Kong and prospered because of it. The implementation plan proposes to focus on supporting Haikou Port and Yangpu Port to become better and stronger, and Sanya, Basuo and Qinglan ports to make their own characteristics.
On July 2, 2018, the Hainan Provincial Government signed a strategic cooperation agreement with COSCO Shipping Group to support COSCO Shipping to take the lead in integrating Hainan’s port and shipping resources. As the only tropical island province in China, Hainan has a unique resource advantage in developing cruise yacht industry. Under the guidance of the Guiding Opinions, Hainan’s road to building an international tourist island is getting wider and wider.
The implementation plan proposes to support cruise enterprises to develop cruise routes involving Hainan, advance the pilot of Hainan cruise destination routes, support the development of local cruise ships, and expand Hainan cruise market.
Today, these measures are being gradually implemented. The Ministry of Transport took the lead in guiding Hainan to introduce preferential policies to promote the agglomeration of cruise elements, researching and formulating pilot policies for Chinese-funded flag of convenience cruise ships at sea, supporting cruise ports such as Sanya to carry out pilot projects, extending the yacht free travel policy of Guangdong, Hong Kong and Macao to Hainan, establishing a yacht type inspection and filing management system, and promoting the establishment of a port management model of "fixed-point docking and joint inspection nearby" for yachts from Qiong, Hong Kong and Macao.

Since the development of yacht industry can drive the development of upstream and downstream service industries to a certain extent, the implementation plan proposes to carry out pilot work for the approval of temporary open waters for overseas yachts, explore the free travel of yachts from Qiong, Hong Kong and Macao, and solve the bottleneck problem that restricts the development of yacht industry in Hainan.
In this regard, the Ministry of Transport has studied the pilot project of decentralized approval, and approved the yacht free travel plan of Hong Kong, Macao and go on road trip in conjunction with national port inspection and inspection units such as the General Administration of Customs and the State Administration of Immigration, focusing on solving the problems of insufficient navigation waters and tight supervision faced by yachts from Hong Kong, Macao and overseas, so as to ensure that yachts can really get in and swim.
At present, there are 2 cruise terminals in Hainan, 8 yacht manufacturing enterprises registered in Hainan and 146 yacht sales and service enterprises. Twelve yacht marinas and 1,658 berths have been built and operated.

In recent years, with the strong support of the Ministry of Transport, the maritime search and rescue and emergency capacity building in the South China Sea has achieved remarkable results, which has played an important role in ensuring the safety of navigation and serving the construction and development of the South China Sea, but it is still difficult to meet the needs of maritime emergency support.
In view of the shortcomings of maritime search and rescue and emergency response capacity building in the South China Sea, the implementation plan proposes to improve the rescue support system in the South China Sea, with the aim of ensuring transportation and controlling safety risks, and improving the ability to prevent and respond to severe weather conditions such as typhoons, so as to serve the implementation of major national strategies.
Over the past year, Hainan Maritime Search and Rescue Center has initially established a maritime search and rescue cooperation mechanism with Hong Kong and Macao. The construction of South China Sea Maritime Rescue Base and South China Sea Rescue Force has been accelerating, and the maritime supervision base and Haikou Rescue Base have been completed and put into use.
