Notice on matters related to the qualification review, adjustment and interview of civil servants employed in the 2024 annual examination of organs at all levels in Beijing

　　According to the work arrangement for the recruitment of civil servants in the 2024 annual examination of organs at all levels in Beijing, the written test results have been announced, and qualification review, adjustment and interview will be carried out. The relevant matters are hereby notified as follows:

　　I. Qualification review and matters needing attention

　　The qualification review time is from January 8 to January 11, 2024, and it is conducted in the form of online review.

　　(a) to participate in the qualification review must provide materials

　　Candidates who enter the scope of qualification review shall provide the registration form, notice of results, ID card and electronic photos of the original relevant grades, qualifications and qualification certificates required by the qualifications of the positions they apply for, and the municipal recruitment agencies and district-level civil servants’ competent departments shall conduct online qualification review according to the qualification requirements announced in the recruitment brochure. The specific arrangement of online qualification review shall be notified by the recruitment agency by telephone, or see the website of the recruitment agency for details. In addition to the above materials, candidates must also provide the following materials:

　　1. Candidates who apply for the position of fresh graduates in 2024 must provide electronic photos of students’ ID cards, graduate employment recommendation forms stamped by the department in charge of employment of university graduates and other materials. Graduates who have obtained "three good students", "outstanding student cadres" or "outstanding student scholarships" at or above the school level during their highest academic qualifications in ordinary universities outside Beijing are also required to provide electronic photos of their award certificates. Beijing Shengyuan candidates studying in foreign universities must also provide photos of their household registration book (card) in electronic version.

　　Returned overseas students who obtained a degree from January 1, 2023 to July 31, 2024 must provide electronic photos of the original household registration book (if the candidate is a collective household registration book, the electronic photos of the first page of the household registration book), the electronic photos of the Certificate of Foreign Academic Degrees issued by the Study Abroad Service Center of the Ministry of Education, and the electronic photos of passports, entry and exit records issued by the public security organs and other materials for those who are not permanent residents in Beijing.

　　Those who have no work experience before participating in the grassroots service projects in this city and apply for the position of fresh graduates in 2024 within 2 years after the service expires and pass the examination must provide the electronic photos of the original hukou (if the candidates are collective hukou, they also need to provide the electronic photos of the homepage of the hukou) and the electronic photos of the service certificate of "three supports and one support" for college graduates.

　　2. Candidates who apply for the position of "Minimum Years in grassroots work experience" for more than two years (including two years) must provide the original electronic photos of the household registration book (if the candidates are collective accounts, they must also provide the electronic photos of the first page of the household registration book) and provide electronic photos of relevant materials that can explain their work experience and years.

　　3. Candidates who apply for the position of "grassroots work experience Minimum Years" as "Unlimited" and meet the requirements for recruiting new graduates in 2024 shall provide the materials listed in paragraph 1 of this article; If you have a permanent residence in Beijing, you must provide an electronic photo of the original account book (if the candidate is a collective account, you must also provide an electronic photo of the first page of the account book).

　　4. Candidates who apply for the post of retired college student soldier and the position for the disabled should not only provide the electronic photos of relevant materials according to the minimum age requirement of grassroots work experience for the position they apply for, but also provide the proof of military experience and the electronic photos of "People’s Republic of China (PRC) Disabled Card" corresponding to the type of disability required by the position.

　　5. Candidates who apply for the positions of rural revitalization assistants and other service grassroots project personnel shall provide relevant materials such as employment contracts in addition to electronic photos according to the requirements of the positions they apply for.

　　(2) Matters needing attention

　　1. As a result of the unqualified qualification review, the vacancy of the interviewer will be notified by the recruitment agency to fill in the position in the order from high to low according to the scores of the qualified scores;

　　2. Please ask candidates to keep the contact number provided at the time of registration open to ensure that they can participate in the online qualification review on time;

　　3. The electronic photo image of the qualification review materials provided by the candidates should be clear and identifiable, and the photo file name should be consistent with the content of the materials. The materials that have been provided in the registration process do not need to be provided during the qualification review;

　　4. If the electronic photos of some materials cannot be provided for the qualification review temporarily, candidates can communicate with the recruitment agency and provide them separately at the appointed time, but it should not be later than the end time of physical examination and inspection.

　　Second, determine the first batch of interview candidates

　　According to the online qualification review of candidates and the ratio of the number of planned recruits to the interviewees announced in the recruitment announcement, the list of the first batch of candidates who participated in the interview and professional ability test was determined in the order of passing the written test scores and the scores of qualified personnel in the qualification review from high to low. The list is scheduled to be published on January 12, 2024 on the general platform of personnel examination in Beijing.

　　Third, adjust

　　(a) announced the list of transfer positions and personnel.

　　The first batch of recruitment positions in which the candidates who participated in the interview did not reach the interview proportion announced in the recruitment announcement are transfer positions, and the interview candidates will be supplemented by transfer. The list of transfer positions and qualified personnel will be published on January 12, 2024 on the general platform of personnel examination in Beijing.

　　(two) the principles and conditions of transfer registration.

　　1. The written test scores of candidates who apply for adjustment shall reach the qualified score line of the position to be adjusted;

　　2. Candidates who apply for transfer shall meet the qualifications and requirements stipulated in the transfer position;

　　3. Candidates who participate in the transfer can only apply for one transfer position;

　　4. Candidates who have entered the first interview list are not allowed to participate in the transfer.

　　(3) Transfer registration

　　Transfer registration time is from 9:00 on January 15th to 18:00 on January 16th, 2024, and online registration is adopted. Candidates can log on to the general platform of Beijing Personnel Examination through their username and password at the time of registration, and fill in the relevant information of applying for adjustment. Candidates need to consult the information such as major, education, degree, qualifications and remarks required for the transfer position, please contact the recruitment agency directly. Before the end of the time for submitting the transfer application, candidates can re-select the position to apply for transfer.

　　Candidates can print the Registration Form for the Transfer of Civil Servants in the 2024 Annual Examination of Beijing Organs at All Levels after 18:00 on January 16, 2024.

　　(4) Qualification examination of swap.

　　The qualification examination time for transfer is from 9:00 on January 17th to 18:00 on January 18th, 2024. On January 17, 2024, the municipal recruitment agencies and district-level civil servants’ administrative departments will notify the registered candidates to participate in the adjustment qualification examination by telephone according to the number of vacant positions, and the registered candidates will enter the adjustment qualification examination at the same time when they exceed the number of vacant positions due to the same written test results.

　　The materials and related matters needing attention to be provided for the qualification examination of transfer are consistent with the qualification examination. After the number of qualified people in the qualification examination of transfer reaches the specified number of transfers, the municipal recruitment agencies and district-level civil servant departments will no longer conduct qualification examination of other candidates.

　　(five) to determine the list of swap candidates.

　　After the qualification examination of transfer, the municipal recruitment agencies and district-level civil servant departments will determine the list of transfer candidates according to the number of vacant positions and the grades from high to low. The list of transfer candidates will be announced on January 19, 2024 on the general platform of personnel examination in Beijing.

　　Fourth, the interview and professional ability test

　　The interview time is from February 28 to March 3, 2024, and the professional ability test time is determined by the recruitment agency. Please pay attention to the website of the recruitment agency for the specific time schedule.

　　The interview work is organized by the municipal recruitment agencies and the district-level civil servant departments in accordance with the Measures for the Administration of Civil Servant Recruitment Interview Organization (Trial). For positions where the ratio of the number of individuals participating in the interview to the number of employment plans is less than 3:1, the interview scores of the interviewers should reach the average score of all the people interviewed by their interview examiner group using the same set of interview questions or the interview qualified score line determined by the recruitment agency in the interview announcement before entering the medical examination and inspection.

　　After the interview and professional ability test, the candidates for medical examination and inspection will be determined in the order of high comprehensive scores.
